When I looked at the help that others were trying to give you, they seemed to be talking about wallpaper, which refers to the picture on the screen when you boot up.
But you are referring to homepage, which is the location in the window of a browser when you first fire it up.
I'el assume you mean the second, but you can clarify if my assumption is wrong.

If IE, look on the menu bar and click on Tools.
This brings up a menu, at the bottom is Internet Options. Click on it.
Usually, the panel shown is labeled General, if it isn't look for General and click on it.
At the top, is a Box labeled Home Page. I'm guessing you will recognize the url in the box as the elephant URL. Change it to whatever you like.
I just realized my instructions may be specific to IE 5.0
If you are running IE 4.0, the locations may be slightly different, but you may be able to follow them.

The following applies to Netscape 4.6 (although probably to other versions as well)
First thing you should do is go to the page you want to use as your home page (The reason will be clear later.)
On the top menu bar, look for Edit. Click on it, opening a menu.
At the bottom is Preferences. Click on it.
This will open up a box with a number of choices in a box along the left. One of those choices should be Navigator. Click on it.
Now you should see radio buttons giving you a choice as to how you startup screen will look. The choices are:
- Blank screen
- Home page
- Last Page visited
I selected Last Page Visited, but you want Home page. In the next section below it probably has the elephant url, but, in any event, you can type in the location you want for your home page, or easier, if you go there first, you can click on Use Current Page

Especially at that price. The marginal cost to them is under a penny, but they want more than the cost of the entire Sunday edition.
If you must charge, work out some kind of ecash and charge a dime.
