It is not a moss at all but a lichen, a symbiotic organism comprising a fungus and an algae. There are two very similar variants called window lichen (the one in the picture) and reindeer lichen.

haha..it is unlucky for those who fall from regulatory compliance. Been through three nasty storms in past two weeks, most recent last fri-sat. 30'+ seas and 75kt winds. They call them her-canes elsewhere..gales here. I'm still sporting bruises from all three.
